About Us

MAXSUR is a nationwide provider of restricted technologies for law enforcement, defense, and intelligence. We design and deliver surveillance systems, custom unmanned systems, satellite-driven intelligence, C4ISR integrations, and mission software that turn data into decisions.
From our headquarters in the St. Louis metro area, we provide system integration, equipment repair, law-enforcement training, and UAS flight instruction supported by a thirty-five-acre training and test area.
Steve Klindworth entered the security industry in 1989 and quickly established himself as a pioneer in advanced surveillance technologies. He founded a surveillance company that achieved national recognition, landing on Inc. Magazine’s list of the 500 fastest-growing companies in America in 1997. Over his career, Steve introduced multiple groundbreaking products, including miniaturized video cameras and transmitters that earned recognition from the Guinness Book of World Records as the smallest in the world at that time.
After selling his majority interest in 2006 and his remaining stake in 2009, Steve co-founded MAXSUR to provide law enforcement, defense, and intelligence agencies with surveillance gear built on innovation, quality, and trusted service.
Today, Steve continues to guide MAXSUR as a Board Member, shaping strategic direction and ensuring the company’s solutions remain aligned with the rapidly evolving needs of law enforcement and homeland security.
Jake Lahmann has dedicated his career to advancing surveillance, unmanned systems, and intelligence technologies. Before co-founding MAXSUR, he served six years as a police officer, including two years as a member of DTF Grizzly, a Southern California drug task force. His law enforcement background continues to influence his approach to technology—ensuring solutions are not only advanced but also practical for field operators.
At MAXSUR, Jake played a leading role in product development, training, and education for both employees and customers, while contributing articles to Law & Order, Police, and Law Enforcement Technology magazines. His expertise has been sought out by agencies across the U.S. Military, intelligence community, and public safety sector.
Jake’s impact expanded during his tenure at Valmont, where he led innovation in critical infrastructure monitoring. He developed long-range autonomous drones, robotic payloads for performing mechanical tasks at height, and AI/ML-powered applications to analyze structural conditions and predict risks. He also spearheaded custom app development to streamline operations, integrate enterprise systems, and automate compliance reporting—transforming how utilities and telecoms manage complex assets.
Now serving on MAXSUR’s Board, Jake continues to guide strategy and development, helping fuse satellite intelligence, airborne robotics, AI/ML, and mission-driven software into cohesive solutions for defense, intelligence, and homeland security missions.
MAXSUR is trusted by federal, state, and local agencies nationwide to deliver surveillance, intelligence, and training solutions.

Beyond best-in-class products, MAXSUR provides end-to-end services: satellite intelligence, advisory, custom UAS and payloads, mission-based training, C4ISR integration, and custom app development.
